2009-10 NBA Salary Cap Announced - $7.7 Million Cap Space for Portland

By no means am I a salary cap guru, and I'm not about to go into some rant and analysis on what the Blazers can do with the $7.7 million they have available under it. 

With that said, Jason Quick seems to have covered it nicely for you all:
The NBA salary cap has been set for the 2009-2010 season at $57.7 million, which puts the Trail Blazers $7.7 million under the cap.

It is just the second time since the NBA adopted the salary cap in 1984 that the cap went down from the previous season. Last season, the cap was at $58.68 million. The only other time the cap went down was before the 2002-2003 season when it went from 42.5 million to 40.3 million.
